Jenkins has been a fixture in the Red Light Distict of San Pedro for as long as anyone can remember. In his youth, he was a barker; someone who would stand on street corners, shouting advertisements and passing out flyers. He eventually came into some money; nobody bothered to ask how, because those aren't questions you ask in the Red Light District. Using that money, he invested in “fixing up” the old hotel in the district.

Of course, “Fixing Up” is relative and in this case the absolute minimum was done. The hotel is a gross wreck but he keeps it up enough to make sure it is still standing, and it's pretty much the only game in town so it stays in business.

• Jenkins is a literal dirty old man
• While he will totally make disgusting comments to anyone he sees, he doesn't “partake” and is probably impotent.
• This guy knows everybody and sees everything, but he's not talking. Jenkins understands his business hinges on discretion and thus his information is not for sale. He's too old to really give a crap about much, which makes him basically unbribeable.
